To qualify, both chambers of Congress must pass, and the President (currently Donald Trump) must sign into law, a bill that explicitly authorizes the use of U.S. military force against Venezuela. The authorization does not need to use the exact phrase “Authorization for Use of Military Force,” but it must clearly and specifically authorize military action against Venezuela as a state actor.

General defense appropriations, intelligence findings, covert action approvals, or broader regional authorizations that do not explicitly pertain to Venezuela will not qualify. Presidential orders or military action without such a law being passed and signed will not qualify.

To qualify, Congress must pass a formal declaration of war, consistent with its constitutional authority under Article I, Section 8. Authorizations for the use of military force (AUMFs), executive orders, presidential statements, or military actions do not qualify unless accompanied by a formal declaration of war enacted by Congress and signed into law.

This market will resolve to "Yes" if a US-initiated drone, missile, or air strike on Venezuelan soil is announced or credibly reported to have occurred by the listed date ET. Otherwise, this market will resolve to "No".

For the purposes of this market, a qualifying "strike" is defined as the use of aerial bombs, drones, or missiles (including FPV and ATGM strikes as well as cruise or ballistic missiles) launched by any United States operatives, including military forces, intelligence agencies, or other U.S. government operatives, that physically impact ground territory within Venezuela.

A strike on any area within the terrestrial territory (including rivers, lakes, ports, but excluding territorial sea) of Venezuela counts.

This market will resolve to "Yes" if there is an official ceasefire agreement, defined as a publicly announced and mutually agreed halt in military engagement, between the US and Venezuela between market creation and the specified date, 11:59 PM ET.

If the agreement is officially reached before the resolution date, this market will resolve to "Yes", regardless of whether the ceasefire officially starts afterwards.

Any form of informal agreement will not be considered an official ceasefire. Humanitarian pauses will not count toward the resolution of this market.

This market's resolution will be based on official announcements from both the US and Venezuela; however, a wide consensus of credible media reporting stating an official ceasefire agreement between the US and Venezuela has been reached will suffice.

This market will resolve to "Yes" any portion of Venezuela is formally annexed into the United States of America and becomes the 51st state between January 3, 2026, and December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

An official agreement that is announced will suffice to resolve this market to "Yes", regardless of when it is slated to go into effect. If any territory that includes no portion of Venezuelan land is made the 51st US state within this market's timeframe, this market will immediately resolve to "No".

A coup attempt is defined as a coordinated and deliberate effort by military, security forces, or other state actors (or factions thereof) to overthrow or unlawfully seize control of the Venezuelan government or its leadership. Revolutionary actions by non-state forces, isolated protests, or general unrest will not alone qualify.

Claims by the Venezuelan government that a coup attempt was foiled—such as through arrests or disruption of a planned operation—will only count toward a "Yes" resolution if credible independent sources widely report and explicitly characterize the event as a coup attempt. Otherwise, this market will resolve to “No.”

The market will resolve based on the listed date of the report. This market may stay open until 10 days after the listed date (ET) to allow for a qualifying report to be published.

Otherwise, this market will resolve to "No".

This market will resolve to "Yes" if such capture footage becomes widely available to the public by any means, regardless of whether it is released officially, leaked, or published by media.

Qualifying footage must be at least 5 seconds in length and depict the moment Maduro is physically apprehended or restrained (or immediately thereafter while still at/within the capture location in Venezuela) in a way that makes it clear from the video that the operation is effecting his capture. Footage of Maduro already in custody outside Venezuela (e.g., aboard a ship/aircraft, at an airport, or at a U.S. facility) will not count unless it also includes the initial apprehension in Venezuela. This market will resolve to "Yes" if active military personnel officially affiliated with any NATO or EU country enter Ukraine for combat-related military purposes directly pertaining to the ongoing conflict with Russia by June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

For military personnel to qualify toward a "Yes" resolution, they must be 1) officially acknowledged as active military by the NATO or EU entity or member state they are affiliated with; 2) be publicly acknowledged by NATO or an EU-affiliated entity to have entered Ukraine for a combat-related military purpose directly pertaining to the ongoing conflict with Russia.

For military personnel to qualify toward a "Yes" resolution they need be active duty and acknowledged as described above. This market will resolve to the individual who officially holds the position of the head of state of Venezuela on Dec 31, 2026 at 12 PM ET.

For the purposes of this market, "officially holds" refers to the individual that was formally appointed, confirmed (if confirmation is required), and sworn in as the head of state of Venezuela or otherwise confirmed by official government information as being the head of state of Venezuela. 

If the Venezuelan government does not clearly state who is the head of state, the market will resolve to the individual who is listed as the Head of State by the UN (see: https://www.un.org/dgacm/en/content/protocol/hshgnfa.  

In the event that more than one official head of state is listed by the Venezuelan  government, this market will resolve to the individual who is listed as having primary status. If no distinction is made, the market will resolve to the individual who first assumed the position. 

If no individual holds the position this market will resolve to “No Head of State”.

This market will resolve to "Yes" if U.S. government personnel (including U.S. military, CIA, or any U.S. federal law enforcement agency) directly participate on the ground in an operation that results in the capture of a qualifying head of state by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

Only individuals who are the active head of state of a UN member state at the time of capture will qualify. Acting/interim heads of state will qualify if they are widely recognized as holding the head-of-state office at that time.

For the purposes of this market, “capture” means the head of state is taken into physical custody and detained (including arrest, detention, or seizure) such that they are no longer free to leave at will, even if only temporarily. Voluntary surrender may qualify if it results in immediate detention/custody.

U.S. personnel must directly participate on the ground to qualify. Intelligence, surveillance, planning, logistics, transport, support, funding, training, or advisory roles alone will not count, even if they materially contribute to the operation. Non-violent actions, such as warning shots, artillery fire into uninhabited areas, or missile launches that land in territorial waters or pass through airspace, will not qualify for a "Yes" resolution. Intentional ship ramming that results in significant damage to (e.g., a hole in the hull) or the sinking of a military ship by another will count toward a "Yes" resolution; however, minor damage (scrapes, dents) will not. Otherwise, this market will resolve to "No".

This market will resolve to "Yes" if the United States commences a military offensive intended to establish control over any portion of Cuban land territory by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

This market will resolve to “Yes” if Venezuelan President Nicolas Maduro is exiled to Russia by March 31, 2026, 11:59 PM ET. 

Maduro will be considered to be exiled to Russia if he is expelled from, or voluntarily leaves, Venezuela to live in freedom in Russia for an extended period. 

Announcements of Maduro's exile will not qualify; he must actually move there. 

Visits or trips to Russia will not count.

Imprisonment or detention in Russia will not count. Freedom of movement is not required for a qualifying exile, as long as Maduro is not being held as a prisoner or detainee.

Maduro exiled to Russia by March 31?

This market will resolve to “Yes” if Venezuelan President Nicolas Maduro is exiled to Qatar by March 31, 2026, 11:59 PM ET. 

Maduro will be considered to be exiled to Qatar if he is expelled from, or voluntarily leaves, Venezuela to live in freedom in Qatar for an extended period. 

Announcements of Maduro's exile will not qualify, he must actually move there. 

Visits or trips to Qatar will not count.

Maduro exiled to Qatar by March 31?

This market will resolve to “Yes” if the United States forcibly removes Iran’s Supreme Leader, Ali Khamenei, from power for any length of time between market creation and March 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

The United States will be considered to have forcibly removed Khamenei from power if Khamenei is detained, captured, surrenders, or otherwise loses his position or is prevented from fulfilling his duties as Supreme Leader of Iran as a direct result of actions of force, including strikes, invasions, or other operations, carried out by United States government forces.

Actions of force means the use of physical force, including but not limited to kinetic military action (e.g., missiles, bombs, gunfire), ground operations or raids, special operations, invasions, or physical arrests or detentions carried out by United States government forces. Sanctions, diplomacy, or other non-physical actions will not qualify.

United States government forces refers to any active U.S. military (including U.S. Coast Guard), law enforcement, or intelligence personnel. Contractors confirmed to be acting under the orders of the United States government will count.

Actions of force carried out by United States government forces must directly lead to Khamenei’s removal from power. United States actions which merely contribute to or assist in Khamenei’s removal by other forces or through peaceful means will not suffice.

Qualifying examples (would count): The United States’ 2003 invasion of Iraq, which removed Saddam Hussein from power, and 1989 invasion of Panama, which led to Manuel Noriega’s surrender to U.S. forces, would count. The United States 2001 invasion of Afghanistan, which largely toppled the Taliban government and removed the Taliban leadership from power, would also have counted. The 1983 U.S. invasion of Grenada, which removed the existing regime from power, would count.

Non-qualifying examples (would not count): The 2011 removal of Muammar Gaddafi from power in Libya, however, in which the United States Military took part in a NATO operation against the Libyan military, including qualifying actions of force, but Gaddafi was removed by Libyan anti-government forces rather than U.S. government forces, would not count. The 1994 U.S.-led intervention in Haiti, in which the military regime relinquished power through negotiated departure rather than being forcibly removed from power by United States government forces as defined above, would not count. The removal of Slobodan Milošević from power in Serbia, which occurred through domestic political processes rather than Milošević's removal by United States government forces, would not count.

This market will resolve to "Yes" if there is a military encounter between the military forces of China (People's Republic of China) and the United States between market creation and December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

A "military encounter" is defined as any incident involving the use of force such as missile strikes, artillery fire, exchange of gunfire, or other forms of direct military engagement between Chinese and United States military forces. Non-violent actions, such as warning shots, artillery fire into uninhabited areas, or missile launches that land in territorial waters or pass through airspace, will not qualify for a "Yes" resolution. Intentional ship ramming that results in significant damage to (e.g., a hole in the hull) or the sinking of a military ship by another will count toward a "Yes" resolution, however minor damage (scrapes, dents) will not.

Note: the China Coast Guard (CCG) is part of the Chinese military and the United States Coast Guard is part of the United States military.

This market will resolve to “Yes” if any federal or state jurisdiction of the United States formally charges or otherwise announces a criminal indictment of any individual in connection with the alleged doxing of the Delta Force commander associated with Operation Absolute Resolve by March 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No.”

For the purposes of this market, “charged” includes the filing of criminal charges, indictments, or the unsealing of a criminal complaint. Civil lawsuits alone do not qualify.

For the purposes of this market, the District of Columbia and any county, municipality, or other subdivision of a U.S. state shall be included within the definition of a State.

This market will resolve to "Yes" if Donald Trump publicly endorses or suggests María Corina Machado as Venezuelan state leader or president by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

If Donald Trump announces that he would prefer or endorses another individual, this market will immediately resolve to "No".

The resolution source for this market will be official information from Donald Trump or one of his representatives, or a consensus of credible reporting of Trump's endorsement.

Will Trump endorse María Corina Machado for Venezuela president in 2026?

This market will resolve to “Yes”, if Venezuelan crude oil production is greater than or equal to the listed number of barrels per day for any month in 2026, according to the OPEC Monthly Oil Market Report published for each month.

The resolution source for this market will be the OPEC Monthly Oil Market Report, published each month in reference to the previous month at https://www.opec.org/monthly-oil-market-report.html. The relevant figure can be found in “Table 5-7 DoC crude oil production based on secondary sources, tb/d” under the column for the relevant month and the “Venezuela” row.

This market will resolve as soon as Venezuelan crude oil production is reported to be greater than or equal to the listed number. If the listed number has not been reached for any month by the release of the OPEC Monthly Oil Market Report for the reference month December 2026 (expected to be released in January 2027), this market will resolve to “No”. If no Opec Monthly Oil Market Report for the reference month December 2026 has been published by February 28, 2027, ET and the listed number has not been reached for any prior month, this market will resolve to “No”.

The resolution source for this market reports crude oil production in thousands of barrels per day. Thus, this is the level of precision that will be used when resolving this market.

Will Venezuelan crude oil production reach 1m barrels per day in 2026?

This market will resolve according to the total number of different countries' soil that the United States initiates a drone, missile, or air strike on between January 1, 2026, 12:00 AM ET and December 31, 2026, 11:59 PM ET.

Strikes on embassies or consulates will count towards the country the embassy or consulate is located in, not towards the country they represent.

Strikes within the territory controlled by the United States as of December 31, 2025, 11:59 PM ET will not be counted towards this market's resolution.

For the purposes of this market, a qualifying "strike" is defined as the use of aerial bombs, drones, or missiles (including cruise or ballistic missiles) launched by US military forces that impact another country's ground territory that is officially acknowledged by the US government or a consensus of credible reporting.

This market will resolve to "Yes" if Ukraine publicly agrees to limit the number of personnel in its armed forces by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

An official pledge by Ukraine to limit the number of personnel in its armed forces will qualify for a “Yes” resolution whether as a unilateral announcement or part of an agreement with the Russian Federation.

A qualifying agreement must include a commitment by Ukraine to limit the total number of personnel in its armed forces. This includes any specific numerical cap on the number of personnel Ukraine may have in its armed forces, or any proportional limit on Ukrainian armed forces personnel (e.g., a commitment to reduce the size of the armed forces by a percentage of its current size). Limits on the number of personnel in specific branches of the Ukrainian armed forces will not count.

Other limits on Ukrainian military powers, such as the relinquishment of long-range weapons or limits on other categories of armaments or military capabilities, that do not constrain the total number of personnel in Ukraine’s armed forces, will not qualify.

An agreement by Ukraine to limit the number of personnel in its armed forces as a precondition of a more comprehensive peace process or deal will qualify, even if the agreement is not yet finalized or part of a formalized peace deal. The September 8, 1995 “Agreed Basic Principles” between Bosnia and Yugoslavia which recognized the borders and sovereignty of Bosnia and Herzegovina, and was later formalized through the Dayton Peace Agreement is an example of a qualifying agreement.

Any agreement or pledge made before the resolution date of this market will qualify, regardless of if/when the agreement goes into effect.

This market will resolve to "Yes" if U.S. government personnel (including U.S. military, CIA, or any U.S. federal law enforcement agency) directly participate on the ground in an operation that results in the capture of Supreme Leader of Iran Ali Khamenei by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

For the purposes of this market, “capture” means Khamenei is taken into physical custody and detained (including arrest, detention, or seizure) such that he is no longer free to leave at will, even if only temporarily. Voluntary surrender may qualify if it results in immediate detention/custody.

U.S. personnel must directly participate on the ground to qualify. Intelligence, surveillance, planning, logistics, transport, support, funding, training, or advisory roles alone will not count, even if they materially contribute to the operation. If U.S. personnel are physically present in the operational area and take direct action (e.g., raiding, detaining, securing, physically transferring custody), it will qualify. U.S. government contractors will be considered to be U.S. personnel if they are confirmed to be acting under the direction of U.S. government authorities.

This market will resolve to "Yes" if the Panama Canal comes under US control by December 31, 2026, 11:59 PM ET. Otherwise this market will resolve to "No".

For the purposes of this market, US control means the United States assumes primary operational authority over the canal, either via diplomatic agreement, military action, or any other means.

An official announcement made by the United States and Panama that the Panama Canal will come under US control will qualify, even if the actual transfer of control is yet to occur. Only announcements of official agreements or actions (e.g. executive order, signed legislation, etc.) will count - mere posts on Social Media will not.

The resolution source for this market will be official information from the US Government and the Government of Panama, however a consensus of credible reporting confirming that the Panama Canal has come under US sovereignty will also qualify.

This market will resolve to "Yes" if a US-initiated drone, missile, or air strike on the soil of Cuba is announced or credibly reported to have occurred by the listed date ET. Otherwise, this market will resolve to "No".

For the purposes of this market, a qualifying "strike" is defined as the use of aerial bombs, drones, or missiles (including FPV and ATGM strikes as well as cruise or ballistic missiles) launched by any United States operatives, including military forces, intelligence agencies, or other U.S. government operatives, that physically impact ground territory within the listed country.

A strike on any area within the terrestrial territory (including rivers, lakes, ports, but excluding territorial sea) of the listed country counts.

Missiles or drones that are intercepted and surface-to-air missile strikes will not be sufficient for a "Yes" resolution, regardless of whether they land territory or cause damage.

Actions such as artillery fire, small arms fire, ground incursions, naval shelling, or cyberattacks will not qualify.

Any strike occurring during this market’s timeframe that is claimed by either Donald Trump or the U.S. government will qualify.

The primary resolution source will be a consensus of credible reporting.

This market will remain open until the end of the second day after the resolution time. If the date/time of a qualifying strike cannot be confirmed by a consensus of credible reporting by that time, it will resolve to "No" regardless of whether a strike was later confirmed to have taken place.

US strike on Cuba by December 31?

This market will resolve to "Yes" if the U.S. government announces a full evacuation of the U.S. Embassy in Baghdad, Iraq, or a full evacuation of the embassy is otherwise confirmed by January 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

A full evacuation announced within this market's timeframe will qualify for a "Yes" resolution regardless of whether an actual evacuation subsequently takes place within the timeframe.

Announcements of a partial evacuation, where some staff are intended to remain, will not count.
