This market will resolve to “Yes” if the European Union reaches a new, official agreement to use frozen Russian assets under its member countries’ control to fund Ukraine by the listed date, 11:59 PM ET. Otherwise, this market will resolve to “No”.

Frozen Russian assets refers to Russian State-owned financial assets or proceeds from those assets that are frozen under EU sanctions regimes.

A qualifying use includes either the direct transfer of frozen Russian assets to Ukraine or alternative financial strategies which use the frozen Russian assets to facilitate financial transfers or loans to Ukraine (e.g. the EU uses the frozen assets to guarantee a loan to Ukraine or the assets are transferred to financial intermediaries who then make loans to Ukraine). The use of frozen Russian assets to buy arms or other military supplies that will be subsequently transferred to Ukraine will also qualify as using frozen Russian assets to fund Ukraine.

An announcement of such an agreement within this market’s timeframe will suffice to resolve this market to “Yes”, regardless of whether a qualifying use of the assets has actually occurred.

Isolated instances of the use of frozen Russian assets to fund Ukraine by individual EU member states will not count.

This market will resolve to "Yes" if active military personnel officially affiliated with any NATO or EU country enter Ukraine for combat-related military purposes directly pertaining to the ongoing conflict with Russia by June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

For military personnel to qualify toward a "Yes" resolution, they must be 1) officially acknowledged as active military by the NATO or EU entity or member state they are affiliated with; 2) be publicly acknowledged by NATO or an EU-affiliated entity to have entered Ukraine for a combat-related military purpose directly pertaining to the ongoing conflict with Russia.

For military personnel to qualify toward a "Yes" resolution they need be active duty and acknowledged as described above. Participation in a combat role is necessary for this market to resolve to "Yes" (e.g. military personnel providing training or intelligence support would not qualify toward a "Yes" resolution, however drone pilots or infantry directly attacking Russian troops, or soldiers targeting and downing missiles from Ukrainian soil would qualify toward a "Yes" resolution).

The primary resolution source for this market will be official information from NATO, the EU, or member states of either entity, however a consensus of credible reporting will also be used.

NATO/EU troops fighting in Ukraine in June 30, 2026?

This market will resolve to "Yes" if any NATO or EU member country officially announces that they will be sending troops to Ukraine as part of a peacekeeping force by December 31, 2025, 11:59 PM ET. Otherwise this market will resolve to “No”.

A qualifying announcement must be part of a formal agreement between a NATO or EU member country and another country or international organization or otherwise indicative of a formalized policy.

Announcements which are statements of intent, contingent, or otherwise are not indicative of a formalized policy will not count

This market will resolve to "Yes" if a deal in which Ukraine agrees to formally recognize Russian sovereignty over any UN-recognized Ukrainian territory is reached between the Russian Federation and Ukraine by June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

The deal must be a publicly announced mutual agreement. 

If such an agreement is officially reached before the resolution date, this market will resolve to "Yes", regardless of if/when the agreement goes into effect.

An agreement by Ukraine formally recognizing Russian sovereignty over any UN-recognized Ukrainian territory for any amount of time will count.

An agreement by Ukraine formally recognizing Russian sovereignty over any UN-recognized Ukrainian territory as a precondition of a more comprehensive peace process or deal will qualify, even if the agreement is not finalized or part of a formalized peace deal. An official pledge by Ukraine to limit the number of personnel in its armed forces will qualify for a “Yes” resolution whether as a unilateral announcement or part of an agreement with the Russian Federation.

A qualifying agreement must include a commitment by Ukraine to limit the total number of personnel in its armed forces. This includes any specific numerical cap on the number of personnel Ukraine may have in its armed forces, or any proportional limit on Ukrainian armed forces personnel (e.g., a commitment to reduce the size of the armed forces by a percentage of its current size). Limits on the number of personnel in specific branches of the Ukrainian armed forces will not count.

Other limits on Ukrainian military powers, such as the relinquishment of long-range weapons or limits on other categories of armaments or military capabilities, that do not constrain the total number of personnel in Ukraine’s armed forces, will not qualify.

This market will resolve to "Yes" if there is an agreement on an official buffer zone between Russia and Ukraine by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

A "buffer zone" is defined as a neutral or otherwise militarily restricted area that lies between the territories of Russia and Ukraine and is intended to reduce or manage conflict between them.

A qualifying buffer zone does not need to cover a minimum geographic area, nor require the withdrawal of all categories of weapons or personnel. It is sufficient that the agreement explicitly demonstrates mutual intent to suspend offensive military action within the designated zone, for example, by stipulating the withdrawal of heavy artillery, armored vehicles, etc.

If the agreement is officially reached before the resolution date, this market will resolve to "Yes," regardless of whether the buffer zone is established formally by December 31, 2025, 11:59 PM ET.

Informal statements, plans contingent on future conditions, statements of intent without a formal policy directive, announcements of a partial implementation, or any other statements that do not constitute a formal policy announcement will not be considered.

A mutual agreement on a buffer zone will suffice for a "Yes" resolution, regardless of potential subsequent violations of such an agreement.

This market's resolution will be based on official announcements from both Russia and Ukraine; however, a broad consensus of credible media reporting stating an official agreement regarding a buffer zone between Russia and Ukraine has been reached will suffice.

Russia x Ukraine buffer zone agreement by December 31?

This market will resolve to "Yes" if the Ukrainian armed forces initiate a drone, missile, or air strike on Russian soil on the listed date Moscow Standard Time (MSK). Otherwise, this market will resolve to "No".

For the purposes of this market, “Russian ground territory” and “Russian soil” refer exclusively to internationally recognized Russian territory as defined by pre-2014 borders.

For the purposes of this market, a qualifying "strike" is defined as the use of aerial bombs, drones or missiles (including cruise or ballistic missiles) launched by Ukrainian armed forces that impact Russian ground territory.

A strike on any area within the terrestrial territory of Russia counts.

Missiles or drones that are intercepted and surface-to-air missile strikes will not be sufficient for a "Yes" resolution, regardless of whether they land on Russian territory or cause damage.

Actions such as artillery fire, small arms fire, FPV or ATGM strikes, ground incursions, naval shelling, cyberattacks, or other operations conducted by the Ukrainian armed forces will not qualify.

This market will resolve to “Yes” if Ukraine officially agrees to a peace framework to end the Russo–Ukrainian war that the United States has formally endorsed by March 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

A qualifying peace framework is any publicly announced plan, roadmap, or framework intended as the basis for ending the war, provided that the United States formally endorses it and Ukraine officially agrees to it through one of the following:

1. A written or signed framework-related instrument issued or signed by Ukraine that affirms agreement with the U.S.-endorsed framework.

2. An official U.S.–Ukraine announcement — defined as an official government-issued declaration, such as a joint statement, communiqué, or coordinated official releases, explicitly stating that Ukraine has agreed to a U.S.-endorsed peace framework. The announcement must be issued through authorized government channels, including official written releases or formally published transcripts by the White House, State Department, Office of the President of Ukraine, Cabinet of Ministers, or Ministry of Foreign Affairs. Verbal (including interviews or remarks during bilateral meetings) and social-media claims by either leader will not qualify unless later issued in an official written or published form by the respective government. The U.S. President or any US government official publicly stating that “an agreement has been reached,” without a corresponding formal release or communiqué, will not qualify; the same applies to statements by the Ukrainian President or Ukrainian officials.

3. A formally issued Ukrainian governmental action — including a presidential decree, Cabinet resolution, or National Security and Defense Council decision — explicitly stating that Ukraine agrees to the U.S.-endorsed framework.

This market will resolve to "Yes" if the European Union officially imposes new sanctions of any form against Israel between September 2 and December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

Sanctions could include measures like tariffs, trade restrictions, financial penalties, diplomatic expulsions, travel bans, restrictions on specific individuals, or any other actions that are commonly recognized as sanctions.

Sanctions against Israeli citizens or entities which do not directly target the Israeli state or members of the Israeli government will not qualify.

The passage of an official act authorizing sanctions on Israel within this market's timeframe will count toward a "Yes" resolution, regardless of if/when the sanctions come into effect.

Only the imposition of sanctions on Israel by the EU as an entity will qualify; if individual member states of the EU apply sanctions against Israel (e.g., France imposes novel trade restrictions on Israel unilaterally), it will not be sufficient to resolve this market to "Yes".

A mere announcement that such a document exists or will be released will not suffice.

To qualify, the Executive Branch must itself publish the document or its content to the public. Reports that a qualifying document was provided privately, for example, to Ukrainian officials, will not suffice. 

Partial releases, such as a written summary or outline, will count as long as they are framed as a peace proposal outlining specific conditions.

Will Trump release a new Russia x Ukraine peace plan by December 31?

This market will resolve to "Yes" if an official agreement on nuclear arms control or strategic nuclear weapons limitation is reached between the United States and the Russian Federation between December 9, 2025 and June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

Only agreements that are publicly announced and acknowledged by both the U.S. and Russia will qualify. The agreement must pertain to nuclear arms control or limitation—such as a treaty, framework, or memorandum—addressing matters including (but not limited to) nuclear warheads, delivery systems, verification mechanisms, or strategic stability.

An extension, amendment, or replacement of the New START treaty will qualify, provided it is publicly announced as a concluded agreement by both parties within the time frame. Exploratory discussions or stated intent to extend without a finalized agreement will not qualify.

Agreements that include both the United States and Russia as named parties—whether bilateral or as part of a broader multilateral framework—will qualify, provided the agreement directly addresses nuclear arms control.

This market will resolve to “Yes” if, according to the ISW map, Ukraine captures any territory in Crimea by June 30, 2026 at 11:59 PM ET.

Territory will will be considered captured if any part of Crimea shaded blue on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. Otherwise, the market will resolve to “No”.

The border around Crimea shaded in black on the ISW map will not qualify. 

Once Ukraine captures territory in Crimea, any subsequent loss of control will not be considered towards the resolution of this market.

If Ukraine comes into control of territory in Crimea as a result of a negotiated settlement, this will qualify for a 'Yes' resolution, regardless of if it is shaded blue in the ISW map. However, an announcement of a negotiated settlement which gives Ukraine de jure control will not qualify. Actual control must be established.

This market will resolve to "Yes" if national elections for the parliament and/or presidency of Ukraine are held between February 12, 2025, and December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

This market is based on whether national elections are actually held in Ukraine within the specified dates. Merely scheduling an election will not be sufficient to resolve this market to "Yes".

If elections are officially scheduled for a date outside of 2025, this market will immediately resolve to "No".

Ukraine election held by December 31, 2026?

This market will resolve to "Yes" if a missile or drone launched by the Ukrainian armed forces strikes Moscow municipality, or any target within the municipality, between September 23 and December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

For the purposes of this market, if a missile or drone launched by the Ukrainian armed forces is intercepted before striking Moscow or any target in it, even if it enters Moscow's airspace and its wreckage lands in Moscow, it will not be sufficient for a "Yes" resolution.

The primary resolution source for this market will be a consensus of credible reporting and video evidence. If there is ambiguity over whether a strike occurred, or whether the drone/missile was intercepted, this market will resolve based on whatever is most likely according to a consensus of credible reporting and video evidence.

Ukraine hits Moscow by December 31?

This market will resolve to “Yes” if, according to the ISW map, Russia captures any territory of Druzkhivka by January 31, 2026, at 11:59 PM ET.

Territory will be considered captured if any part of Druzkhivka is shaded under a below specified layer on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. Otherwise, the market will resolve to “No”.

For any change on the ISW map to qualify for this market’s resolution, the relevant shading indicating Russian control must persist through the next full ISW daily update cycle. If ISW skips a day, shading must persist until the next finalized ISW update is published, regardless of the date. Any continuous shading which reflects either "Assessed Russian Infiltration Areas in Ukraine", “Assessed Russian Control”, “Assessed Russian Advance In Ukraine”, or “Assessed Russian Gains in the Past 24 Hours” will qualify. 

Once a qualifying condition is met, any subsequent loss of control will not be considered towards the resolution of this market.

Nothing Ever Happens: Russia Edition

On December 10, 2025, Ukraine hit and disabled "Dashan," a tanker involved in trading Russian oil, as it sailed through Ukraine's exclusive economic zone in the Black Sea to the Russian port of Novorossiysk. This market will resolve to "Yes" if there is a strike against any tanker in the Black Sea attributed to Ukraine between market creation and the specified date, 11:59 PM Eastern European Time (EET). Otherwise, this market will resolve to "No".

A "strike" is defined as the use of aerial bombs, drones, naval drones, naval guns, artillery, or missiles (including cruise or ballistic missiles) which impact a tanker anywhere in the Black Sea, regardless of flag, ownership, or damage level. 

Strikes attributed to Ukraine by media or third parties such as Turkey, including the December 2 incident involving the tanker "Midvolga-2” will qualify, regardless of whether Ukraine publicly denies involvement or if definitive attribution is not confirmed. Ship seizures, boarding, or the use of small arms fire will not qualify. An intercepted missile or drone that does not impact the tanker will not qualify, even if debris lands on or near the vessel.

Ukraine strikes another tanker in Black Sea by December 31?

This market will resolve to "Yes" if the Trump administration officially announces that they will be sending US troops to Ukraine as part of a peacekeeping force by December 31, 2025, 11:59 PM ET. Otherwise this market will resolve to “No”.

A qualifying announcement must be part of a formal agreement between the United States and another country or international organization or otherwise indicative of a formalized policy.

Announcement which are statements of intent, contingent, or otherwise are not indicative of a formalized policy will not count.

Trump agrees to send U.S. peacekeeping force to Ukraine?

This market will resolve to “Yes” if the United States formally commits to giving Ukraine a security guarantee, defined as a publicly announced and mutually agreed deal between the Trump administration and the Government of Ukraine which creates a binding obligation for the United States to defend or directly intervene on Ukraine’s behalf, by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to “No.”

A qualifying “security guarantee” requires language that is equivalent in character to a NATO Article 5–style mutual defense commitment: the United States must commit to responding militarily if Ukraine is attacked, or otherwise guarantee Ukraine’s defense through binding defense obligations. Examples of qualifying language include commitments modeled on the US treaties with Japan, South Korea, or the Philippines, or NATO's Article 5 instrument, which obligates the United States to “act to meet the common danger” through military force if an ally is attacked. Cooperative frameworks, capacity-building measures, consultative mechanisms, or nonbinding pledges will not qualify. 

Examples of non-qualifying arrangements include the June 13, 2024 US–Ukraine bilateral security agreement, the Taiwan Relations Act, or G7/EU “security arrangements” that provide support or consultation but stop short of binding defense guarantees.

This market will resolve to "Yes" if Russia initiates a drone, missile, or air strike on the sovereign territory of any NATO member state or on any official embassy or consulate of a NATO member state between December 4, 2025, and March 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

For the purposes of this market, a qualifying "strike" is defined as the use of aerial bombs, drones, or missiles (including cruise or ballistic missiles) launched by Russian military forces that impact the ground territory of a NATO member state or an official embassy/consulate of a NATO member (e.g., if a weapons depot on NATO territory is hit by a Russian missile, this market will resolve to "Yes").

Missiles or drones that are intercepted (i.e., do not impact) and surface-to-air missile launches will not be sufficient for a "Yes" resolution, regardless of whether debris falls on NATO territory or causes damage.

Actions such as artillery fire, small arms fire, FPV or ATGM strikes conducted directly by ground operatives, ground incursions, naval shelling, cyberattacks, or other operations conducted by Russian ground operatives will not qualify.

This market will resolve to “Yes” if the European Union (EU) dissolves by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

The European Union will be considered to be dissolved if any of the following conditions are met:

1) More than half of the EU member states (as of market creation) formally withdraw from the EU.

2) An official treaty or agreement is adopted between all EU member states to repeal or nullify the Treaty on European Union or the Treaty on the Functioning of the European Union.
 
3) The European Union otherwise ceases to exist as a legal entity.

A "military encounter" is defined as any incident involving the use of force such as missile strikes, artillery fire, exchange of gunfire, or other forms of direct military engagement between U.S. and Russian military forces. Non-violent actions, such as airspace violations, firing of warning shots (such as the June, 2021 Black Sea Confrontations between Russian forces and HMS Defender), or cyberattacks will not qualify. 

Intentional physical collisions, including aerial interceptions and naval ramming without the direct use of weaponry, such as the 2023 Black Sea incident—where a Russian Su-27 damaged a U.S. MQ-9 Reaper drone's propeller, leading to its crash— will not qualify regardless of damage. 

Military contractors will qualify only if confirmed to be operating under the direct command or coordination of the respective state’s armed forces (e.g. the Battle of Khasham would not qualify).
