This market will resolve to "Yes" if the Vatican hosts an official meeting between representatives of Russia and Ukraine to negotiate a ceasefire or peace agreement by August 31, 2025, 11:59 PM ET.  Otherwise, this market will resolve to "No".

The meeting must involve direct and in person participation of representatives from both Russia and Ukraine and be explicitly aimed at discussing a ceasefire or peace agreement in the ongoing Russia-Ukraine conflict. 

Unofficial discussions, humanitarian negotiations, or meetings not physically hosted in the Vatican will not qualify. 

The resolution source will be a consensus of credible media reporting confirming the meeting will suffice.

This market will resolve to "Yes" if Volodymyr Zelenskyy and Vladimir Putin talk by December 31, 2025, 11:59 PM ET. Otherwise, it will resolve to "No".

A talk is defined as any interaction between Volodymyr Zelenskyy and Vladimir Putin, occurring either in person or through verbal communication by phone or video call.

Events that occurred prior to the start of this market will not qualify toward its resolution.

The resolution source will be a consensus of credible reporting.

Will Zelenskyy talk to Putin by December 31?

This market will resolve to "Yes" if a deal in which Ukraine agrees to cede any territory under its control at the time of the agreement is reached between the Russian Federation and Ukraine by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to “No”.

The deal must be a publicly announced mutual agreement or otherwise confirmed by an overwhelming consensus of credible reporting.  

If such an agreement is officially reached before the resolution date, this market will resolve to "Yes", regardless of if/when the agreement goes into effect.

Only territory ceded as part of a diplomatic process or agreement will qualify. 

If a territorial adjustment is made as part of a mutual border demarcation process or technical boundary agreement that does not materially alter de facto control or reflect a broader territorial concession, it will not qualify for a 'Yes' resolution unless it is reported as a territorial concession by a consensus of credible reporting.

Any agreement which cedes de facto military control of territory held by Ukraine will qualify regardless of whether Ukraine formally maintains its claim to sovereignty. Otherwise, this market will resolve to “No”.

This market will resolve to “Yes” if Ukraine officially agrees to a peace framework to end the Russo–Ukrainian war that the United States has formally endorsed by March 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

A qualifying peace framework is any publicly announced plan, roadmap, or framework intended as the basis for ending the war, provided that the United States formally endorses it and Ukraine officially agrees to it through one of the following:

1. A written or signed framework-related instrument issued or signed by Ukraine that affirms agreement with the U.S.-endorsed framework.

2. An official U.S.–Ukraine announcement — defined as an official government-issued declaration, such as a joint statement, communiqué, or coordinated official releases, explicitly stating that Ukraine has agreed to a U.S.-endorsed peace framework. The announcement must be issued through authorized government channels, including official written releases or formally published transcripts by the White House, State Department, Office of the President of Ukraine, Cabinet of Ministers, or Ministry of Foreign Affairs. For the purpose of this market, a "visit" is defined as Zelenskyy physically entering the terrestrial or maritime territory of the listed country. Whether or not Zelenskyy enters the country's airspace during the timeframe of this market will have no bearing on a positive resolution.

The primary resolution source for this information will be official information from the government of Ukraine, official information from Zelenskyy, or information released by his verified social media accounts; however, a consensus of credible reporting will also be used.

Will Volodymyr Zelenskyy visit Russia in 2025?

This market will resolve to "Yes" if there is an agreement on an official buffer zone between Russia and Ukraine by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

A "buffer zone" is defined as a neutral or otherwise militarily restricted area that lies between the territories of Russia and Ukraine and is intended to reduce or manage conflict between them.

A qualifying buffer zone does not need to cover a minimum geographic area, nor require the withdrawal of all categories of weapons or personnel. It is sufficient that the agreement explicitly demonstrates mutual intent to suspend offensive military action within the designated zone, for example, by stipulating the withdrawal of heavy artillery, armored vehicles, etc.

If the agreement is officially reached before the resolution date, this market will resolve to "Yes," regardless of whether the buffer zone is established formally by December 31, 2025, 11:59 PM ET.

Informal statements, plans contingent on future conditions, statements of intent without a formal policy directive, announcements of a partial implementation, or any other statements that do not constitute a formal policy announcement will not be considered.

A mutual agreement on a buffer zone will suffice for a "Yes" resolution, regardless of potential subsequent violations of such an agreement.

This market's resolution will be based on official announcements from both Russia and Ukraine; however, a broad consensus of credible media reporting stating an official agreement regarding a buffer zone between Russia and Ukraine has been reached will suffice.

This market will resolve to "Yes" if an official agreement on nuclear arms control or strategic nuclear weapons limitation is reached between the United States and the Russian Federation between December 9, 2025 and June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”.

Only agreements that are publicly announced and acknowledged by both the U.S. and Russia will qualify. The agreement must pertain to nuclear arms control or limitation—such as a treaty, framework, or memorandum—addressing matters including (but not limited to) nuclear warheads, delivery systems, verification mechanisms, or strategic stability.

An extension, amendment, or replacement of the New START treaty will qualify, provided it is publicly announced as a concluded agreement by both parties within the time frame. Exploratory discussions or stated intent to extend without a finalized agreement will not qualify.

Agreements that include both the United States and Russia as named parties—whether bilateral or as part of a broader multilateral framework—will qualify, provided the agreement directly addresses nuclear arms control.

This market will resolve to "Yes" if a missile or drone launched by the Ukrainian armed forces strikes Moscow municipality, or any target within the municipality, between September 23 and December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

For the purposes of this market, if a missile or drone launched by the Ukrainian armed forces is intercepted before striking Moscow or any target in it, even if it enters Moscow's airspace and its wreckage lands in Moscow, it will not be sufficient for a "Yes" resolution.

Nothing Ever Happens: Russia Edition

On August 15, 2025, U.S. President Donald Trump and Russian President Vladimir Putin met in person at Joint Base Elmendorf-Richardson near Anchorage, Alaska, for a summit focused on potential peace terms in Ukraine. 

This market will resolve to "Yes" if Vladimir Putin meets with Donald Trump on a separate occasion from the August 15, 2025 meeting by the listed date (ET).  Otherwise, this market will resolve to "No".

Encounters that are part of, or a continuation of, the August 15 meeting will not qualify, even if they occur on a different day (e.g. August 16).

A meeting is defined as any encounter where both Putin and Trump are present and interact with each other in person.

This market will resolve to “Yes” if, by January 7, 2026, 11:59 PM ET, the Russian government or military publicly and officially announces a ceasefire or “truce” in its war against Ukraine that is explicitly tied to Christmas or Orthodox Christmas for the 2025–26 holiday period.

A qualifying announcement must:

The January 2023 unilateral “Orthodox Christmas” ceasefire order is an example of a qualifying announcement.

The announcement alone is sufficient: the truce does not need to be accepted by Ukraine or actually upheld in practice, and any later violations, non-compliance, or cancellation will not change the outcome once a qualifying announcement has been made.

An official pledge by Ukraine to limit the number of personnel in its armed forces will qualify for a “Yes” resolution whether as a unilateral announcement or part of an agreement with the Russian Federation.

A qualifying agreement must include a commitment by Ukraine to limit the total number of personnel in its armed forces. This includes any specific numerical cap on the number of personnel Ukraine may have in its armed forces, or any proportional limit on Ukrainian armed forces personnel (e.g., a commitment to reduce the size of the armed forces by a percentage of its current size). Limits on the number of personnel in specific branches of the Ukrainian armed forces will not count.

Other limits on Ukrainian military powers, such as the relinquishment of long-range weapons or limits on other categories of armaments or military capabilities, that do not constrain the total number of personnel in Ukraine’s armed forces, will not qualify.

A qualifying announcement must be part of a formal agreement between a NATO or EU member country and another country or international organization or otherwise indicative of a formalized policy.

This market will resolve to "Yes" if national elections for the parliament and/or presidency of Ukraine are held between February 12, 2025, and December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

This market is based on whether national elections are actually held in Ukraine within the specified dates. Merely scheduling an election will not be sufficient to resolve this market to "Yes".

If elections are officially scheduled for a date outside of 2025, this market will immediately resolve to "No".

Ukraine election held by December 31, 2026?

This market will resolve to "Yes" if active military personnel officially affiliated with any NATO or EU country enter Ukraine for combat-related military purposes directly pertaining to the ongoing conflict with Russia by June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

For military personnel to qualify toward a "Yes" resolution, they must be 1) officially acknowledged as active military by the NATO or EU entity or member state they are affiliated with; 2) be publicly acknowledged by NATO or an EU-affiliated entity to have entered Ukraine for a combat-related military purpose directly pertaining to the ongoing conflict with Russia.

For military personnel to qualify toward a "Yes" resolution they need be active duty and acknowledged as described above. Participation in a combat role is necessary for this market to resolve to "Yes" (e.g. military personnel providing training or intelligence support would not qualify toward a "Yes" resolution, however drone pilots or infantry directly attacking Russian troops, or soldiers targeting and downing missiles from Ukrainian soil would qualify toward a "Yes" resolution).

NATO/EU troops fighting in Ukraine in June 30, 2026?

This market will resolve to “Yes” if, according to the ISW map, Russia captures the entirety of Vovchansk by December 31, 2025, 11:59 PM ET.

Vovchansk will be considered captured if the entirety of the municipality is shaded red on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. If the area is not shaded red by December 31, 2025, 11:59 PM ET, the market will resolve to “No”.

The territory of the municipality is shaded in light grey and is distinguished from bordering municipalities such as "Vovchanski Khutory" with a darker grey line.  If all area within the municipality is shaded in red, however the shading does not precisely match up with the border such that there is a tiny amount of grey along the border of the city, this will still qualify for a "Yes" resolution.

Once Russia captures Vovchansk, any subsequent loss of control will not be considered towards the resolution of this market.

Ukraine election called by June 30, 2026?

This market will resolve to "Yes" if there is a military encounter between the military forces of the United States and Russia between May 28 and June 30, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

A "military encounter" is defined as any incident involving the use of force such as missile strikes, artillery fire, exchange of gunfire, or other forms of direct military engagement between U.S. and Russian military forces. Non-violent actions, such as airspace violations, firing of warning shots (such as the June, 2021 Black Sea Confrontations between Russian forces and HMS Defender), or cyberattacks will not qualify. 

Intentional physical collisions, including aerial interceptions and naval ramming without the direct use of weaponry, such as the 2023 Black Sea incident—where a Russian Su-27 damaged a U.S. MQ-9 Reaper drone's propeller, leading to its crash— will not qualify regardless of damage. 

Military contractors will qualify only if confirmed to be operating under the direct command or coordination of the respective state’s armed forces (e.g. the Battle of Khasham would not qualify).

This market will resolve to "Yes" if President of Ukraine Volodymyr Zelenskyy announces he has resigned or will resign the presidency by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No."

If it becomes impossible for Volodymyr Zelenskyy to resign or to announce his resignation (e.g., due to his removal from office by other means, etc.), this market will immediately resolve to "No."

For this market to resolve to "Yes," it is only necessary that Zelenskyy announce that he has resigned or will resign. Whether he actually resigns will have no bearing on the resolution of this market.

The primary resolution source for this market will be official information from the government of Ukraine; however, a consensus of credible reporting will also be used.

Zelensky resigns in 2025?

This market will resolve to “Yes” if, according to the ISW map, Russia captures any territory of Vilne in Donetsk Oblast by December 31, 2025, at 11:59 PM ET.

Territory will be considered captured if any part of Vilne is shaded red on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. Otherwise, the market will resolve to “No”.

For any change on the ISW map to qualify for this market’s resolution, the relevant shading indicating Russian control must persist through the next full ISW daily update cycle. If ISW skips a day, shading must persist until the next finalized ISW update is published, regardless of the date. Any continuous shading which reflects either “Assessed Russian Control”, “Assessed Russian Advance In Ukraine”, or “Assessed Russian Gains in the Past 24 Hours” will qualify. “Assessed Russian Infiltration Areas in Ukraine” will not qualify.

Once Russia captures territory of Vilne, any subsequent loss of control will not be considered towards the resolution of this market.

If Russia comes into control of the territory of Vilne as a result of a negotiated settlement, this will qualify for a 'Yes' resolution, regardless of whether it is shaded red in the ISW map. However, an announcement of a negotiated settlement that gives Russia de jure control will not qualify. Actual control must be established.

The primary resolution source for this market will be the ISW Ukraine map. If the ISW map is rendered unavailable, information from DeepStateMap (https://deepstatemap.live/) may be used. If information from both the ISW and DeepStateMap is rendered permanently unavailable, a consensus of credible reporting may be used.
