Tô Lâm's 93.5% implied probability as next President of Vietnam stems from his unchallenged role as Communist Party General Secretary, unanimously re-elected for a full five-year term at the January 2026 Party Congress, consolidating power unprecedented in recent decades. The Communist Party's sweep of 97% of National Assembly seats in the March 23 elections positions the incoming 16th legislature—set to convene in early April—to formally elect him to the ceremonial state presidency in a procedural vote, reflecting Politburo consensus and historical patterns of top party leaders assuming the office. Trailing candidates like Defense Minister Phan Văn Giang lack comparable backing. Disruptions would require abrupt Politburo reversals, health setbacks, or anti-corruption probes, though none appear imminent.
