This market will resolve to “Yes” if Venezuelan authorities officially announce or enter into an agreement to give any amount of oil, or the proceeds from specific Venezuelan oil sales, to the United States government, by January 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to “No”. Venezuelan authorities will be considered to have given oil (or proceeds) to the United States if Venezuelan government officials (including interim government officials) (i) deliver, or authorize the delivery of, oil or (ii) transfer, or authorize the transfer of, proceeds from specific Venezuelan oil sales, to the US government. An official announcement or agreement will qualify. Arrangements where Venezuela receives a revenue share will still count, provided the oil (or proceeds from its sale) are confirmed to be under the control of the US government and the US government is not required to provide direct payment or other material consideration to Venezuela for the initial transfer. The transfer of payments received through the sale of Venezuelan oil to the US government, or US government control over payments received through a joint US–Venezuela sale of Venezuelan oil, will qualify. US government oil purchases from Venezuela at market rates that involve direct payment to Venezuela, or US seizure of Venezuelan oil without the consent of Venezuelan authorities, will not count. Venezuelan authorities turning over oil to private US entities (e.g., US oil companies) will qualify only if the oil or the proceeds from sale of the oil are confirmed to be under the control of the US government. The primary resolution source for this market will be a consensus of credible reporting.
