Sharp reductions in non-permanent residents under the federal 2025-2027 Immigration Levels Plan, announced by Immigration, Refugees and Citizenship Canada, have triggered Canada's first annual population decline since World War II, with Statistics Canada reporting a 102,000-person drop (-0.2%) from January 1, 2025, to January 1, 2026—the largest on record to date. Further quarterly declines continued into early 2026 amid lower study and work permit approvals, but Parliamentary Budget Officer projections forecast flat overall growth for calendar-year 2026 as permanent resident targets stabilize at 380,000. Traders thus price a 73% implied probability against 2026 exceeding historical records, anticipating moderated net outflows; upcoming Q2 estimates from Statistics Canada could shift sentiment.
