There are about 45 players who are not listed here. Quite of a few players at the bottom aren't even in the tournament to begin with. Who is managing this?

They load 100 players alphabetically every week. We are luck to have Scheffler this week. I am not even kidding.

Normally for the weekly. For this Major I think they used last years masters qualifiers list. that is why it's not 100 players (as you know normal PGA events usually have over 100+, but not the Masters). It matched last years Masters players list to a T.
