Canada's Immigration, Refugees and Citizenship Canada (IRCC) released its 2025-2027 Immigration Levels Plan on November 1, sharply cutting permanent resident targets to 395,000 in 2025 and 380,000 in 2026—down over 20% from prior peaks—alongside caps on international students and temporary workers to ease housing and infrastructure pressures. Statistics Canada data through October 2024 shows quarterly population growth slowing to 0.1-0.2%, the weakest since the 1950s, driven by negative natural increase offset by net migration. Analyst projections, including from RBC Economics, forecast continued modest growth of 0.3-0.5% in 2026, avoiding an outright decline unprecedented in Canadian history. Traders price "No" at 56.5%, betting policy curbs slow but do not reverse expansion amid economic migration needs.
