Incumbent Rep. Judy Chu (D) dominates trader sentiment in California's 28th Congressional District House race, a Cook PVI D+14 stronghold rated Solid Democratic by Cook Political Report, Inside Elections, and Sabato's Crystal Ball. Chu's 2024 general election win over Republican April A. Verlato (64.9%-35.1%) and massive cash-on-hand advantage ($3.7 million vs. Verlato's $413 as of late March) underpin the 88.5% Democratic implied probability. The certified primary ballot released March 26 features Chu and fellow Democrat Peter Roybal against Verlato, with top-two advancement to the November 3 general election. District recovery from January's Eaton Fire has kept Chu active locally, but no major shifts occurred in the past week; the June 2 primary looms as the next catalyst.
