President-elect Trump's proposed "Gold Card" program—offering permanent residency to wealthy foreigners for a $5 million investment—faces steep legislative hurdles, driving trader consensus toward low 2026 sales volumes, with zero at 28.5% narrowly leading 1-100 at 20.8%. The idea, floated in late 2024 interviews as a revenue source potentially replacing EB-5 visas, requires congressional approval to create a new immigration pathway, complicated by GOP control of the 119th Congress but opposition from restrictionist lawmakers prioritizing deportations and border security. No bill has been introduced, and executive options like parole authority remain untested for scale. Passage of enabling legislation or key endorsements could boost higher buckets, while base backlash or competing priorities might solidify zero.
