This market will resolve to "Yes" if that speech is delivered live. Otherwise, this market will resolve to "No".

"Live" means the delivered speech is not prerecorded, but broadcast to its audience as Biden delivers it (live broadcast with delays counts as live).

If this speech is cancelled, or Biden does not deliver such a speech by July 24, 2024, 11:59 PM ET, this market will resolve to "No".

Any action meeting these criteria will qualify for a “Yes” resolution regardless of if its implementation is immediately halted or delayed by judicial or other actions.
