Statistics Canada's March 18 release of fourth-quarter 2025 population estimates revealed Canada's first recorded annual decline, with the population falling 103,504 (-0.2%) to 41,472,081 by January 1, 2026, driven by a sharp drop in non-permanent residents amid federal immigration caps. The Parliamentary Budget Officer's February analysis projects flat overall growth for 2026 under the 2026-2028 Immigration Levels Plan, which limits permanent residents to 380,000 annually and new temporary resident arrivals to 385,000—down significantly from prior peaks. This policy shift, continued post-2025 federal election by the minority Liberal government, has fueled trader consensus favoring a year-end population drop from December 31, 2025 levels, though natural increase and potential policy tweaks introduce uncertainty ahead of year-end estimates.
