Yevhen Khmara serves as Ukraine’s acting Minister of Defence after President Zelenskyy dismissed Mykhailo Fedorov in mid-July 2026 and directed the former acting SBU head into the role, with formal cabinet orders taking effect July 20. Full appointment requires Verkhovna Rada confirmation during its next scheduled session in mid-August. Ukrainian law mandates that the defence minister be a civilian, requiring Khmara to resign his military commission. The July cabinet reshuffle and public protests over Fedorov’s removal remain central to trader assessments of confirmation prospects and any procedural hurdles.
