**Incumbent Democrat Troy Carter holds a strong position in Louisiana’s 2nd Congressional District ahead of the November 3, 2026, open primary.** The district, anchored in New Orleans and extending toward Baton Rouge, carries a Solid/Safe Democratic rating from forecasters including the Cook Political Report, Decision Desk HQ, Inside Elections, and Sabato’s Crystal Ball. Carter won reelection with 60.3% in 2024, and the post-*Louisiana v. Callais* congressional map further concentrates Democratic voters into the seat. Only five candidates qualified by the August 2026 deadline: Carter and Renada Collins (both Democrats), Republican Peter Williams, Libertarian Lisa Ballay, and one unaffiliated candidate. No viable Republican challengers emerged to split the vote meaningfully. Under Louisiana’s jungle primary rules, a candidate needs a majority to win outright and avoid a December 12 runoff. Trader pricing at 85.5% for an outright first-round winner reflects the combination of Carter’s incumbency advantage, the district’s partisan composition, and the limited field, which reduces the chance of vote fragmentation preventing a majority. No recent polling or events indicate a competitive enough environment to push the race into a runoff.
