An appointment will be considered to have occurred when the Verkhovna Rada adopts a resolution appointing Yevhen Khmara as Minister of Defence of Ukraine.
A nomination submitted by President Volodymyr Zelenskyy, parliamentary committee recommendation, public statement, media report, expression of intent, informal announcement, or appointment of Yevhen Khmara to perform the minister’s duties on an acting basis will not qualify.
An appointment resolution adopted by the Verkhovna Rada before the market deadline will qualify regardless of when Yevhen Khmara takes the oath of office or begins performing the duties of the position.
If the Verkhovna Rada does not adopt a resolution appointing Yevhen Khmara as Minister of Defence of Ukraine by July 31, 2026, at 11:59 PM Kyiv time, this market will resolve to “No.”
The primary resolution source for this market will be official information and records from the Verkhovna Rada, including adopted appointment resolutions and official voting records; however, official information from the President of Ukraine and a consensus of credible reporting may also be used.
