In the event that more than one official head of state is listed by the Venezuelan  government, this market will resolve to the individual who is listed as having primary status. If no distinction is made, the market will resolve to the individual who first assumed the position.

The following do NOT constitute "officially holding" the role: nominated, announced, or designated as the head of state of Venezuela but appointment not yet effective; appointed with an effective date after Dec 31, 2026; previously served as the head of state of Venezuela but term has expired, resigned, or been terminated before Dec 31, 2026; serving as the head of state of Venezuela in a consultant, contractor, or unofficial capacity; named as successor or heir apparent to the head of state of Venezuela but not yet appointed; or holding a different role with oversight of the head of state of Venezuela but not the specified position itself.

This market will resolve to “Yes” if the Trump Administration submits a 48-hour report consistent with the War Powers Resolution regarding the introduction of U.S. armed forces into hostilities or imminent hostilities against Venezuela between the date of market creation and January 31, 2026, 11:59PM ET. Otherwise, this market will resolve to “No.”

The market will resolve based on the listed date of the report. This market may stay open until 10 days after the listed date (ET) to allow for a qualifying report to be published.

The primary resolution sources for this market will be the White House, the Congressional Record, and the NYU Law War Powers Resolution Reporting Project; however, a consensus of credible reporting may also be used.

This market will resolve to "Yes" if the United States enacts an Authorization for Use of Military Force (AUMF) specifically targeting Venezuela by the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No."

To qualify, both chambers of Congress must pass, and the President (currently Donald Trump) must sign into law, a bill that explicitly authorizes the use of U.S. military force against Venezuela. The authorization does not need to use the exact phrase “Authorization for Use of Military Force,” but it must clearly and specifically authorize military action against Venezuela as a state actor.

General defense appropriations, intelligence findings, covert action approvals, or broader regional authorizations that do not explicitly pertain to Venezuela will not qualify. Presidential orders or military action without such a law being passed and signed will not qualify.

The primary resolution source will be official U.S. government records (e.g., Congress.gov, White House releases); however, a consensus of credible reporting will also be used.

For this market to resolve to "Yes," it is only necessary that Trump announce that he has resigned or will resign. Whether he actually resigns will have no bearing on the resolution of this market.

The primary resolution source for this market will be official information from the US federal government; however, a consensus of credible reporting will also be used.

Prime Minister Pedro Sánchez will be considered removed from power if he announces his resignation, is dismissed, detained, disqualified, or otherwise loses his position or is prevented from fulfilling his duties as Prime Minister of Spain within this market's timeframe.

The primary resolution source for this market will be a consensus of credible reporting.

This market will resolve to "Yes" if the U.S. government announces the reopening of its embassy in Venezuela or if such a reopening is otherwise confirmed by March 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No".

An official announcement made within this market’s timeframe will qualify for a "Yes" resolution regardless of whether an actual embassy opening subsequently takes place within the timeframe.

Any opening of a U.S. embassy in Venezuela will qualify regardless of its exact location.

Announcements that do not clearly commit to opening an embassy, such as general diplomatic statements, exploratory comments, or partial/conditional steps, will not count.

The resolution source will be official statements from the Governments of the U.S. and Venezuela; however, a consensus of credible reporting will also be used.

An announcement of Aleksandar Vučić's resignation/removal before this market's end date will immediately resolve this market to "Yes", regardless of when the announced resignation/removal goes into effect.

The resolution source for this market will be the government of Serbia, however a consensus of credible reporting will also suffice.
