Incumbent Democrat Henry Cuellar secured his party's nomination in the March 2026 primary for Texas's 28th congressional district, advancing against Republican nominee Tano Tijerina, the Webb County judge who prevailed in the GOP primary. The district's competitive profile stems from its South Texas border geography and mixed partisan voting history, with nonpartisan forecasters rating the general election Lean Democratic or Tilt Democratic ahead of the November 3 vote. Recent primary outcomes and these assessments have shaped trader consensus around a modest Democratic edge, though the race remains within striking distance for Republicans given turnout dynamics and local issues in a closely divided contest.
