**John Cowan, the Republican nominee, holds a substantial projected advantage in Georgia’s 11th Congressional District, a seat rated Solid or Safe Republican by multiple forecasters with a Partisan Voter Index of R+12.** Cowan advanced from a crowded May 2026 primary and June runoff, defeating Rob Adkerson by a wide margin to replace retiring Rep. Barry Loudermilk. He faces Democrat Chris Harden, who won his party’s primary, plus two independents on the November 3 ballot. Forecasts project Cowan receiving roughly 60% of the vote—enough for a clear majority in most scenarios—yet the 62.1% market price for an outright winner reflects residual uncertainty from potential vote splitting, turnout variability, or narrower-than-expected margins that could trigger Georgia’s December 1 runoff rule. No major late-breaking developments have altered the race’s fundamentals in recent weeks.
