Incumbent Democratic Representative Jim Costa seeks re-election in California's 21st congressional district, where recent nonpartisan ratings classify the seat as Likely Democratic. The June 2, 2026 top-two primary features a crowded Democratic field including Costa alongside challengers Eric Garcia and Lourin Hubbard, while Republicans Kyle Kirkland and Lorenzo Rios compete in a thinner field. The district's partisan lean, reinforced by prior redistricting that shifted it leftward, and Costa's established fundraising and name recognition position Democratic candidates to advance and prevail in the November general election. Trader consensus reflects these structural advantages, with limited recent developments altering the outlook ahead of the primary.

A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.

If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
