Mark Brown, the incumbent Cook Islands Party leader and Prime Minister since 2020, holds an 89.5% implied probability as the next prime minister ahead of the August 12, 2026 general election. His position reflects strong party backing, a recent Cook Islands News poll showing him as the preferred leader at 35.2% with 84.4% support among his voters, and diplomatic gains including the April 2026 joint defense declaration with New Zealand that restored aid flows after earlier tensions. Opposition figures such as United Party leader Teariki Heather at 7.4% and Democratic Party leader Tina Browne at 4.0% trail due to narrower voter bases and limited polling momentum. Parliament convenes post-election to confirm the government, leaving room for coalition shifts or turnout changes in key electorates to influence the final outcome.
