Canada's federal government has implemented sharp reductions in temporary resident admissions under its 2026-2028 Immigration Levels Plan, targeting fewer than 5 percent of the total population by year-end while stabilizing permanent resident inflows at 380,000. These measures, combined with ongoing outflows of non-permanent residents, have produced flat or modestly negative growth projections from the Parliamentary Budget Officer and private forecasters. Statistics Canada data showing quarterly population declines through early 2026, including the first annual drop on record, reinforce trader expectations that net outflows will outweigh natural increase and permanent immigration this year.
