Incumbent Rep. Lou Correa (D) dominates trader consensus at 93% implied probability in the CA-46 House race, driven by his strong primary win with 67% of the vote, superior fundraising exceeding $1 million against Republican Steven Williams' modest totals, and the district's consistent Democratic lean (D+14 Cook PVI). Recent polling shows Correa leading by 20+ points in this Orange County seat, reflecting historical base rates where incumbents in safe districts win over 95% of the time. Challenges could arise from a national GOP wave boosting turnout, an unforeseen Correa scandal, or late voter registration shifts, though current evidence suggests low upset risk ahead of November balloting.
