Ukrainian parliamentary procedures for confirming cabinet positions following the July 2026 government reshuffle, including the separate vote required for the foreign minister, explain the 100% trader consensus against formal appointment of Andrii Sybiha by the July 31 deadline. With a new prime minister confirmed mid-July, reports indicated Sybiha would retain the role in an acting capacity while the full parliamentary vote was slated for mid-August, creating a clear procedural gap. This timeline aligns with historical patterns for Ukrainian cabinet approvals during wartime transitions, where Verkhovna Rada scheduling often extends beyond initial announcements. Realistic shifts could still arise from an unscheduled emergency session or accelerated confirmation process if diplomatic priorities intensify, though no such developments materialized before the cutoff.

An appointment will be considered to have occurred when the Verkhovna Rada adopts a resolution appointing Andrii Sybiha as Minister of Foreign Affairs of Ukraine.
A nomination submitted by President Volodymyr Zelenskyy, parliamentary committee recommendation, public statement, media report, expression of intent, informal announcement, or appointment of Andrii Sybiha to perform the minister’s duties on an acting basis will not qualify.
An appointment resolution adopted by the Verkhovna Rada before the market deadline will qualify regardless of when Andrii Sybiha takes the oath of office or begins performing the duties of the position.
If the Verkhovna Rada does not adopt a resolution appointing Andrii Sybiha as Minister of Foreign Affairs of Ukraine by July 31, 2026, at 11:59 PM Kyiv time, this market will resolve to “No.”
The primary resolution source for this market will be official information and records from the Verkhovna Rada, including adopted appointment resolutions and official voting records; however, official information from the President of Ukraine and a consensus of credible reporting may also be used.
