Apple faces mounting regulatory and political barriers that explain trader consensus against a CXMT DRAM purchase in 2026. The company has tested ChangXin Memory Technologies chips for China-market devices amid an AI-driven global shortage that prompted recent Mac and iPad price hikes, and it lobbied the Trump administration for broader clearance. However, CXMT sits on the Pentagon’s 1260H military list, prompting bipartisan Senate demands for commitments against sourcing, calls to add it to the Commerce Entity List, and industry pushback from competitors like Micron. Recent reports indicate CXMT rejected Apple’s discount requests, stalling negotiations. These national-security and supply-chain concerns, combined with typical multi-month approval timelines, create significant hurdles before any scaled 2026 deal could materialize.
