California’s 48th congressional district held its June 2, 2026, primary under a nonpartisan top-two system after Proposition 50 redistricting shifted the San Diego- and Riverside-area seat from solidly Republican to competitive. Incumbent Darrell Issa retired, prompting San Diego County Supervisor Jim Desmond to enter and consolidate Republican backing with an endorsement from the prior officeholder. Nine Democrats competed, raising concerns about vote fragmentation among candidates including San Diego Councilmember Marni von Wilpert and Ammar Campa-Najjar. Early returns positioned Desmond and von Wilpert as the leading vote-getters to advance to the November general election, with the crowded Democratic primary and recent boundary changes serving as the main factors shaping outcomes.
