Khmara, previously acting SBU head and Alpha special-operations commander, assumed the role on an interim basis after cabinet orders in mid-July; full appointment requires both a parliamentary vote—scheduled for the mid-August session—and his resignation from active military service, as the post must be held by a civilian. Ongoing frictions between the ministry and general staff, combined with the short timeline before lawmakers reconvene, remain the dominant near-term variables shaping trader assessments of confirmation prospects.
