Chevron’s announced $7 billion, five-year investment targets doubling its joint-venture volumes to 600,000 bpd, while PDVSA sets a 1.3 million bpd goal for full-year 2026 and additional operators including Eni advance field development. Market-implied odds reflect these near-term catalysts alongside persistent risks from infrastructure constraints, diluent supply, and execution timelines. Traders will monitor September–December output data and rig deployment progress for resolution signals.
