This market will resolve to “Yes” if it is discovered that the mentioned November 18, 2025 outages were caused by a hack, and that that hack was perpetrated by a state actor, by November 21, 2025, 11:59 PM ET. Otherwise this market will resolve to “No”.
"A hack" encompasses intentional, malicious activity which caused the outage.
A "state actor" is defined as an entity whose actions are legally or politically attributable to a sovereign state.
