Traders assign an 86.5% probability against a UNSC resolution endorsing a final U.S.-Iran deal by December 31 because the June 2026 memorandum of understanding collapsed without producing an agreement. The 60-day negotiation window expired in mid-August amid renewed hostilities, failure to reopen the Strait of Hormuz, and revocation of U.S. sanctions waivers. On September 10, the IAEA board voted to refer Iran to the Security Council for the first time in two decades over unresolved inspection issues and lack of cooperation on uranium traces, a move backed by the United States and opposed by Russia and China. These developments have left core issues such as enrichment limits, stockpile disposition, and verification unresolved, with no scheduled talks or diplomatic breakthroughs in the final months of the year.
