Incumbent Democratic Representative Henry Cuellar secured his party's nomination in the March 2026 primary for Texas's 28th congressional district and now faces Republican nominee Tano Tijerina in the November general election. The district's partisan voting index and recent redistricting have positioned it as a Democratic-leaning seat, supporting trader consensus around the Democratic nominee's advantage. Cuellar's established record in Congress and primary performance have helped maintain this edge in market pricing, while Tijerina's local background as a Webb County judge offers Republicans a competitive challenger in a race still shaped by turnout patterns and campaign fundraising. No major late-breaking developments have altered the core dynamics since the primaries concluded.
