This market will resolve to "Down" if the population of Canada in the 4th quarter of 2026 is less than the population of Canada in the 4th quarter of 2025. Data may be revised during the following quarter or as a part of the next estimate's publication, however any revisions to population estimate report data made after the initial release of the specified report will not be considered for this market's resolution.Canada’s federal government has implemented the 2026-2028 Immigration Levels Plan, which sharply cuts new temporary resident admissions—including a 49% reduction in international student targets to 155,000 and a 37% drop in temporary worker entries to 230,000—while stabilizing permanent resident admissions at 380,000 annually. These measures aim to reduce the non-permanent resident share of the population below 5% by the end of 2027. Parliamentary Budget Office analysis projects that ongoing net outflows of non-permanent residents will fully offset permanent inflows, producing flat population growth in 2026. Statistics Canada data already recorded a 0.2% national decline in the fourth quarter of 2025 and the first annual drop since Confederation, driven by the same policy tightening. Trader consensus reflects these confirmed policy shifts and resulting demographic trends.
